For example, a young man lives next to you who constantly listens to loud music, throws parties, etc. Or you are not satisfied with the prolonged renovation in the apartment on top. And you fail to influence the situation. How to be in this case?

Step 1
First, try to find peaceful ways of dealing with troublemakers in your home. Before you go to neighbors and show your grievances, consider convincing arguments in favor of your request. For example, if a small child is not sleeping because of the ongoing repair, then cite this fact as the main argument. Maybe you can set a time together when the neighbors will not do the repairs, so your little one can sleep peacefully. Just state your claims calmly and confidently. If you start yelling at people from the doorway, they are unlikely to go to your meeting.
Step 2
If a calm conversation doesn't help, ask your neighbors for help. It is likely that constant renovations or incessant parties in the next apartment bother not only you. Perhaps the troublemaker will listen to the collective opinion.
Step 3
If these methods do not help, then it is worth resorting to the help of law enforcement agencies. You can contact the police if loud music or other noise comes from a neighboring apartment after 11 pm. In general, in accordance with SanPiN 2.1.2.2645-10 "Sanitary and epidemiological requirements for living conditions in residential buildings and premises" in the daytime (from 7:00 to 23:00) the constant noise level should not exceed 40 dB, and the maximum short-term - 55 dB. At night, these figures, respectively, are even lower. If these norms are violated, then you can turn to the appropriate authorities for help.

If you decide to ask the police for help, then the procedure is as follows: first, record the fact of violation of law and order, for this you need to call the local police department. Next, write a statement to the district police officer, who should consider it and understand the current situation. If the district police officer either did nothing, or you were not satisfied with his actions, then you can write a statement to the Internal Affairs Directorate of your district or district. In the most extreme case, you can reach the procurators.
Step 5
Some citizens turn to law enforcement agencies even if their neighbors flooded them, or their apartment was damaged as a result of a fire. But such actions are not correct. In this situation, you need to go to the building management authorities. There they must draw up an act of inspection of the apartment, find out whether the neighbors are really to blame. If the guilt is proven, then you must agree on compensation for damage with your neighbors peacefully or through the courts. If your apartment and property have been insured, then you also need to contact the insurance company.
