If the neighbors you don't like are emphatically seeking your friendship, be as neutral as possible. An increased desire to gain confidence may hide subsequent requests for a loan or a banal desire to gossip. At the same time, the neighbors with whom you have warm friendships can become your friends in the future. In this case, mutual assistance and joint tea drinking will be an excellent bonus of living in a good place.
